The North Korean “Dog” Continues to Bark
This week Chinese President Hu Jintau and Russian President Medvedev met to discuss regional and global issues of mutual interest. Relations between China and Russia have significantly improved since the tension-filled days of the Soviet Union, and both sides have been anxious to forge closer economic and political ties. However, one particularly troubling issue facing both nations is the belligerent stance of an emboldened North Korea. In a joint statement issued on Wednesday June 17, both leaders urged North Korea to return to the “Six-nation Talks” on its nuclear program. Although cautiously worded, the statement made it clear that both China and Russia are seriously concerned about rising tensions in the Korean Peninsula, and that they want a peaceful resolution to the tense situation. At the same time President Obama has been meeting with South Korean President Lee Myung-bak in Washington. After making assurances that the U.S. will stand behind South Korea should military hostilities erupt, President Obama issued a stern warning that U.N sanctions against North Korea will be strictly enforced.
There is little doubt that North Korea will continue to aggressively develop its uranium enrichment program, and that it will also continue to develop nuclear weapons, along with the rockets capable of delivering them across long distances. North Korean strongman Kim Jong-Il claims its nuclear weapons are intended as a deterrent against the U.S., and that the U.S. is plotting along with the South Koreans to topple his regime. If, in fact, that was the case, why would it be necessary to develop long-range missile capabilities?
It is unlikely that the oftentimes erratic and unpredictable North Korean leader is either crazy or suicidal. Kim Jung-Il is well aware that any nuclear weapons attack against China, Russia or the United States would result in annihilation for North Korea, and a sure end to his own power (and probably his own life). To this extent, belligerent rumblings from North Korea are probably more “bark” than “bite”. The correct policy for the United States is to continue to support stricter U.N. sanctions against North Korea, and to make it crystal clear to Kim Jung-Il that any aggression against South Korea will be met with overwhelming American military power. The incorrect policy for the United States would be to make a unilateral and preemptive military move against North Korea, regardless of the level of threats from Kim Jung-Il.

Every time I read a headline about N. Korea lately it makes me sick…I feel so bad for the poor people living there. I often wonder what he is so afraid of, that he feels the need to push everyone down?
Do you know of any good books that examine Kim Jong-Il? A biography or an interestingly-written history book? I feel the need to educate myself some more on this topic…

Kim Jung-Il has been in power in North Korea for decades, yet very little is known about him. Like so many other dictators, he learned early on that the only way to hold onto power indefinitely is to totally repress all opposition. Kim’s youngest son does not want to take over the reigns of power after his father dies because he knows he will almost immediately be overthrown and killed by the hardliners. I do not know of any authoritative books on this very reclusive man, however, Amazon.com would be a good place to find some reference materials.
